The Partido Popular was founded by Toledano in 1948 in opposition to the one-party rule of the Partido Revolucionario Institucional (PRI), which ultimately held uninterrupted power in the country for 71 years, from 1929 to 2000. Later renamed the Partido Popular Socialista, the Party was a significant, though never truly threatening, opposition to the PRI. Toledano was one of the most significant Mexican labor leaders of the 20th Century, and credited with being one of the main connectors of Mexican Marxism and international socialism.

Alberto Beltrán was a key artist within Taller de Grafica Popular during his time as a member, from 1944 to 1960. Following TGP, Beltran moved to education, working as a professor, dean, and Education Ministry administrator.
