Often their wrongdoing is slight-- but there's no other place to keep them. Here's the shocking story" (p. [3]). Penned in a narrative format, it uses a fictional story to relay real issues that real children face, such as living with abuse or poverty. It illustrates how incarceration sometimes exacerbates the problems youth face, instead of remediating them as counseling or proper social welfare programs can.
